11-06-2026

At the General Assembly of the Council of Bureaux (CoB), held on 11 June 2026, Stefan Sofiansky, Secretary General and Member of the Management Board of the National Bureau of Bulgarian Motor Insurers (NBBMI), and Maxim Kolev, Chairman of the Management Board and Chief Executive Officer of the Bulgarian Guarantee Fund, were elected as members of the organisation’s Supervisory Board.

The decision was adopted with the unanimous support of the members of the General Assembly.

The Supervisory Board is one of the principal governing bodies of the Council of Bureaux and plays an essential role in ensuring the sound governance of the organisation, the implementation of its Internal Regulations and the effective functioning of the international Green Card System.

The election of Stefan Sofiansky and Maxim Kolev reflects the recognition of the professional experience and expertise developed by Bulgarian institutions within the framework of the Green Card System, as well as their active contribution to the work of the Council of Bureaux over the years.

The Council of Bureaux not only organises and oversees the functioning of the international Green Card System, but also coordinates cooperation among national bureaux, compensation bodies, guarantee funds and compensation schemes across Europe. The organisation plays a particularly important role in the handling of cross-border claims and in the implementation of mechanisms protecting injured parties in cases involving the insolvency or winding-up of motor liability insurers.

The participation of Bulgarian representatives in the Supervisory Board will contribute to a stronger involvement of Bulgaria in the governance and development of the organisation and to the further strengthening of cooperation among the members of the Council of Bureaux.
